apply daily to our broadcast operations and consulting practice. This section of
our corporate overview provide an summary of our key staffs education and
work experience.
LEE AFFLERBACH, P.E.
Director of Engineering

Mr. Afflerbach is a telecommunications systems engineer with over 35 years of experience in AM
broadcasting engineering , cable television and broadband networking technology..  He has been
responsible for the design, testing, and planning of radio transmission facilities and broadband
networks for municipal government, public sector, and non-profit clients including universities. .

AM Broadcast Engineering
Mr. Afflerbach started his professional career as a staff engineer at the Federal Communications
Commission. There he performed studies to determine the compliance of new applications and
upgrades of AM broadcast stations. The work involved interference studies and examination of the
technical requirements of the FCC rules.

Over the decades he has continued to design upgrades for AM radio stations. Working with the
Delaware Department of Transportation. He planned and directed the purchase and upgrade of the
departments commercial AM radio traffic information WTMC 1380 KHz. He is currently working with
the state of Delaware to upgrade the coverage area of station WTMC. WTMC serves an area
encompassing over 1,000,000 listens (Philadelphia-Wilmington area)

Broadband Network Technology  
As as nationally recognized consultant to local government, Mr. Afflerbach has conducted a wide
range of technical studies relating to system design, implementation procedures, and field testing.
He has served as an expert witness to numerous local government agencies.

At CTC, Mr. Afflerbach is responsible for supporting local governments in issues relating to
evaluation of cable television system operators' technical performance.  He has planned and
overseen numerous proof-of-performance tests for existing cable systems.  He has developed
computer models used to evaluate the performance of cable systems and to provide automated
procedures for designing broadband coaxial networks.

Under Mr. Afflerbach's direction, CTC has designed broadband local area networks for numerous
municipalities, including the cities of New York; Los Angeles; Montgomery County, Santa Monica and
Ventura California  These stand-alone broadband networks employ fiber optic technology to provide
broadband voice, data, and video capability within and between municipal facilities.

Data Communications Systems
As a staff member of the The Mitre Corporation, Mr. Afflerbach served as an on-site technical advisor
to the West German Federal Aviation Administration in Frankfurt, West Germany, for five years in
support of the ZKSD program, to develop a new high-speed flight data processing system for the
Federal Republic. Support activities included feasibility studies, requirements analysis, and
specification program phases.

Land-Mobile Communications System Design
Under funding provided by the Law Enforcement Assistance Administration (LEAA), Mr. Afflerbach
performed and managed communications design studies for federal, state, and local law
enforcement agencies, including the Federal Bureau of Investigation (FBI), Drug Enforcement
Administration (DEA), New York State Police, and Georgia State Police.  Tasks involved user
requirements analysis, system design, and specification preparation for land-mobile radio,
computer-assisted dispatching, and 911 emergency telephone systems
MICHAEL AFFLERBACH
Vice President and General Manager Operations

Mr. Afflerbach is a broadcast consultant with over 8 years experience serving clients for Columbia
Telecommunications Corporation (CTC) and CTC Media Group.  As CTC Media Group Vice President,
he concentrates on broadcasting and FCC regulatory issues for CTC Media Group AM stations in
North Carolina as well as other broadcast clients in the US.  Mr. Afflerbach has also been involved in
CTC's consulting with the Delaware Department of Transportation (DelDOT) broadcast radio project.  
With his experience in computer networks, cable systems technologies, and broadcasting, Mr.
Afflerbach is also involved in providing total systems solutions for clients spanning a number of
end-user requirements.

Traffic Radio Systems

Mr Afflerbach has been responsible for the design and planning for low powered AM radio traffic
systems implemented by local governments in Arlington County, VA , Howard County, MD and
Skokie,IL. As a part of his work for these municipal governments, he performed radio frequency
searches, prepared the necessary FCC applications along with special waiver requests and
supporting materials

AM Broadcast Engineering

Mr. Afflerbach has worked as an active AM broadcaster and on radio-related engineering issues for
the past 9 years.  Along with day-to-day management of WNOS & WWNB -AM in New Bern, NC, he is
responsible for the engineering and maintenance aspects of all CTC Media Group-owned WECU in
Winterville, NC.  For the past 9 years Mr. Afflerbach has conducted numerous FCC-mandated
engineering tests to determine compliance with proper AM radio frequency (RF) emissions.

FCC Regulatory Issues

Mr. Afflerbach has worked on FCC regulatory issues continuously throughout his career at CTC Media
Group.  In addition to the regular FCC filings for the three AM broadcast stations currently owned by
CTC Media Group, he has overseen an application for a brand new AM broadcast station through to
FCC approval.  Currently, he also monitors FCC regulations and compliance for the Delaware
Department of Transportation (DelDOT) as well as other private broadcast clients.
